Charles Afeel was a young police officer involved in a warehouse raid one night to reclaim stolen radioactive materials. During the action, his arms were accidentaly doused in a strange chemcial that allowed them to stretch to great lenghts. But as a side effect, his brain was altered and he became very perverted.

While continuing to fight crime more effectively than ever, he also uses his powers to fondle women from afar!
